As the Change Revolution gets under way from May 29th, it is important to start it on the right note. AS BUHARI PICKS HIS MINSITERS …. HE MUST AVOID THE UNCONSTITUTIONAL PRACTICE OF APPOINTING MINISTERS OF STATE in addition to the constitutionally allowed Minsiters-
Since one of the very first things Buhari will do as President is to appoint ministers, we at CHANGE VIGILANTES will like to remind him that he should follow the Constitution provisions, particularly S. 135, in appointing Ministers.
In an unconstitutional Practice that started with Obasanjo (a carry over from 2nd Republic mistake of Shehu Shagari), our presidents have been appointing Ministers as well as Ministers of State though very few people can understand the rationale in a set up that also has Permanent Secretaries for each ministry. In any case, the practice or office of Minister of state is unknown to our constitution.
It is important to note that Section 135 subsection 2 of the 1979 constitution made provisions for nomination of Ministers and NOT Ministers of State. The Preisedent is obligated to appoint a Minister from each of the 36 states of the federation but NOT Ministers of State, which is unknown to our constitution
Our Democracy is already too expensive as it is, and the cost cutting should start from the appointment of ministers.
Regardless of the myriad of problems facing us as a Nation, it is a fact that President Buhari does not need 53 ministers and minsiters of state like obasanjo or over 60 like Jonathan, to do his job. If possible minsitries should even be MERGED to make government and government expenses smaller.
As we move to a new era of accountability of government to the people, it is important for government to follow hte letter and spirit of our constitution.
WE ARE CHANGE VIGILANTES ARE WATCHING and if Ministers Of State are appointed in an extra-constitutional exercise that has been going on for 16 years, that will be the first change we will test in court.
Of course, I remain a Buharist to the core, and beleive we all have a responsbility to help him bring about the change we were promised, and not listen to people who may derail his lofty ideals….
